^^^This, and I had never heard of accelerated access.
I sat my test when I was 19 I think then didn't ride at all for about 3 years then got a 600 supermoto, that was a bit scary at first!
The restriction, I have been told, usually comprises of a washer in the exhaust system which reduces gas flow and restricts the power. (Maybe not anymore since a lot of bikes are fuel injected?) This can be easily removed in the privacy of your garage and supposedly the Old Bill shouldn't ever check your power output unless you are involved in a crash that results in a fatality.
You didn't hear that from me though.
