Ways not to lock your bike

Saw this BSO outside my work this morning, the "locking" method is like putting a medal round someone's neck..
Someone has done this twice this week at my workplace, but with a shitter lock. I am tempted to stick a note on it, but so far have restrained myself to a disbelieving look.
