will it have any effect? I doubt it, unless Hammond can slow the pace of life down people will still drive like their house is burning down.
what amused me was that on the Isle of Wight recently the authorities had posters on bus shelters saying words to the effect of 'built up areas with streetlights- 30m.p.h'
if people need telling that most basic of facts youve gotta worry.
