I feel referendums generally are a bit of a joke. We vote down idealogical lines every General Election, after that the policies should be thrashed out between those who actually know the details.
When the ask the public to vote...
75% go with the simplest, easily campaigned option. Or on personality.
25% look a little into it, read a little (non campaign material) before forming opinion.
10% are blood relatives or on a payroll.
