Thanks for your reply. The shop pulled out of the purchase immediately after sale as they had the item on their list again. I'm no lawyer but I doubt this is correct by any means to eBay regulations. They didn't even ask me to do so.
So I guess your proposal would be to organize a DHL courier service including insurance on my own? I wonder if the shop will be reluctant to sell the item again to me if I click "Buy It Now". Maybe other reasons keep them from selling to Germany. Just a guess!
A bid to buy at auction is a binding contract to purchase and likewise the offer to sell means the contract of sale formed by you bidding/buying is also enforceable. It does not matter whether that be in an auction house at say Southerby's or on ebay, the law is fairly clear on this.
By not selling to you they are breaching the contract of sale that you have with them. They are bound by law and you should tell them you can arrange a fully insured courier to collect the boxed frame. IF they fail to respond or refuse to sell to you tell them you're going to take legal proceedings against them PLUS any (reasonable) costs that you entail, including any travel costs to go to a county court of your choice in the UK (as is your right under UK law)
DO THIS IMMEDIATELY so no other buyer can get in, Also report it to ebay pronto & let them know you're doing this!

DHL can be arranged through Parcel2go who are an intemediary for courier companies and offer you multiple options.
A frame should be a very maximum of 110cmx20x55, it is the dimensions rather than the weight that is important.
Press them to release the goods and say you will arrange the courier to arrive on a day to suit them.
