Think so, didn't know when I brought it, as needed 700c it hasn't been of use,
though could swap out those forks for 700c an run brake if needed, personally
I always use a brake up front on road, & only run 700c. -

headset+BB, a bit of surface damage in places.
(Badged as "Rotec" but has BB cutout + Benotto stamps)
