just got a frame I really like off ebay (http://ubuntuone.com/p/pAc/ - headbadge; http://ubuntuone.com/p/pAd - dropouts; the winner of the 1947 Tour de France rode a Genial Lucifer, apparently!).
I want to run a gear cable under the botom bracket but what's there at the moment is:

I was wondering if anyone could tell me what would orginally have been attached to that,please? I don't want to take it off and I'm wondering how I can guide the cable - thinking perhaps I can bolt a little pulley wheel to it?
