^ that's a bit shit. Keep pestering him, and get in touch with Paypal (if that's how you paid) to see if they can do anything about it. If you have (or can obtain) his address, send him a letter by recorded delivery stating your intention to take him to court - I've had to do this a couple of times (for not much more than a tenner either), it's a pain but it worked.
