I've asked the same of Shopify (who run the shop software), the answer I've been told is that the transaction gets pre-authorised but the money isn't actually taken until the moment that I mark the order as being fulfilled.
Pre-Authorisation is when PayPal marks the money as "going to be paid" and basically reserves it (either in your PayPal balance or against your card), and then when I actually hit the "fulfil order" button, at that point the actual transaction is processed and the money transferred.
In effect, the pre-sale is a reservation that guarantees the money, and not an actual transaction of the money right now.
