It's a B&Q plastic pegboard kit my folks bought for me a while back. I think my dad picked it up at one of the local carboot sales! Not sure on truing stand. There was a decent bike shop spec one on ebay the other night which I missed. It went for over £100 though, which is over budget :/
Tools wise, I go with what I've got! Park Tools if I can afford them, but I tend to go with what my wallet allows :)
The whole bench is made out of decking planks. It's designed to fold down (after removing the front kick board - 6 screws) to get it out of the way of putting a car in the garage. As I don't own a car (or particularly want one) that's no issue, but as it's a rented garage I thought it best to build it like this, so the next person renting this place doesn't just rip it out!
