I can't be bothered to check, but I'm fairly sure that the National Conditions of Carriage say that bikes are at the discretion of the operator, i.e. they can turn bikes away if they feel there are too many. I should say I spent 6.5 years in the rail industry, so this is probably right.
In reality it won't be a problem as some people dash off straight away, some hang around for a bit, some get smashed and get the last train.
