Interesting. Its cut, but not twisted. Only the thinnest tubed frame could squeeze through there...with a bit of elbow grease. A fat alu frame wouldn't get through there. If the lock had been twisted open after the cut, it should be on the ground. Maybe the legitmate owner cut it, having lost their last remaining key. Strange.
