the status quo is tending to criminalise those that cant afford to drive - but drive anyway cos it is too dangerous not to / everybody else is.
this is why we hear about / see so many hit and runs.
imo not a healthy set of circumstances.
those that obey the law and dont drive (peds and cyclists) then get victimised by drivers.

either way it leads me to the conclusion that the status quo is not acceptable or sustainable.
