I have a couple of these ones, off older models Giant TCR and OCR.
They come in alloy steerer and carbon steerer and they can be found pretty cheap. In the past I've sanded the graphics off one of these forks and after a new clear coat it looked the biz: http://media.thehubsa.co.za/uploads2/20091109_235226_Giant1.JPG (not my bike or picture, just to give you an idea)
EDIT: Ha the site I got the first picture off is about a batch of those forks is being recalled. Apparently forks manufactured from September 2000 through April 2001 are affected and subject to breakage. That explains their cheap price a bit. Other forks manufactured before or after the mentioned date should be fine. I'll continue to rid mine like I did the past 3 years. If it hasn't exploded on me yet they probably never will.
