I think that's a very dangerous rule. It can work in other sports (a penalty try in rugby), but I do prefer the way football handles it, where they can get a penalty, and a player can get sent off for handball, but to get a goal it has to cross the line.
So to take that example back to polo, as we don't have the concept of a penalty shot, maybe a 30 second sin bin for the defensive player, and turnover to the attacking team, if they don't have possesion already, but I really don't like giving goals that haven't crossed.
