depends how big the stack height of your stem is surely?
i think someone had this problem recently with a gt track bike.
obviously the ideal situation is to have enough room on your steerer for stem, plus a spacer above and below it, and the satisfactory situation would be to have enough for the stem alone.you could probably get away with riding it if the steerer got to nearly the top of the stem, but don't quote me on that like..

When i get my other bike from my friend i'll measure the stem im going to use and see how much it will stick up.
I bought a fork which has a pretty short steerer tube (190mm) before checking the headtube length of the frame I want. Well i have found out its 130mm and the headset ive got has a 31mm stack height. Is 3cm a safe amount to have left sticking out or should I just get new forks?
