I don't recommend tightening everything up to the max. Use a torque wrench if you don't have an experienced feel and look up the correct torques. I do recommend adjusting head bearings, wheel bearings if on cones, bottom bracket bearing if running on cups and checking the security of the wheels as these all settle in with first use.
Spokes should be okay if the wheel was built correctly but if they creak at all I would true them.
