I believe at the moment it's down to the judges to question if the hand position is "dangerous" which is why it's allowed in solo breakaways. The problem exists once the bunch catch the rider and it's no longer a breakaway and he stays sphinxed up. The dutch(?) rider at the weekend contesting sprints riding like that should have been dq'd IMO. Not to mention that it looks utterly bent.
Now I think the only sensible thing to do is ban it altogether.
The one time the UCI get the opportunity to actually ban something for good reason and they hesitate..
