I've heard that City Powder Coaters are OK for the money. Last I heard, they were doing a chemical strip and powder coat at £20 for a frame and £5 for forks. You would have to protect the BB/threads yourself with an old knackered bottom bracket etc, as they don't do any prep work I'm told.
