you can get cheap hubs from planet x usually.. SJS also have decently priced rims.
spokes are beyond my scope though, not sure where to buy them at good value.

Cyclebasket do ACI spokes which are cheaper than DT and just as good.
Rosebikes is the default shopping option if you want DT
Rigida are the best cheap rims, available from Parkers
