Like hundreds. Every pothole with a picture on OKR, or wherever you ride. This seems like a better idea before turning to vandalism. After all the online 'official' reports are filed I'm happy to partake in vandalism ;)
Reporting is fine. Marking would visibly highlight the hole. Not sure how this would stand as vandalism. It's a hole in the road.. I'm not suggesting you throw down a "piece"..
The race organisers marked out the potholes as a visible safety pointer. Not sure if they were sanctioned to do this but as it was an official race with rolling road closure from the po po wasn't frowned upon at all.. Those halos will stay around for a good while.
I can imagine some press popping up about the "increasing number of strange highlighted pot holes..." blah..

I thought about doing this a while ago and decided it would be futile if it was just me. If others are up for it, I'll give it a go!
Doesn't need to be high viz paint...does it? A nice bright yellow would be better than nothing.

The southwark cyclists e-group got a note from this councillor about Southwark potholes. I emailed her a list, most of them are on the one in the link above.
Funny that after a councillor starts cycling, all of a sudden these issues become more important to them. She seems to have a decent grasp of the problem though, which is good. If you live in southwark it might still be worth emailing her.

Yes. Ron Cooper, in an interview by Jack Thurston, suggests that, unlike steel which may often be repaired, a crash on one of these 'plastic bikes' means you may as well just get out your dustpan & brush.

But what some profit-making enterprise needs to make more money for itself is not quite the same as the service provision one might expect from a public good.
