Raleigh was bought by TI Group in 1960 and sold by TI Group in 1987. Therefore any Raleigh between those dates is a TI Raleigh.

raleigh medale,
BSA , royal enfield , sun and more - all used this frame in a range of guises,
not titanium, yes 'Ti' refers only to a company as pointer has pointed out
hi ten, with 73mm BB width,made for 27" wheels
i used one as off road fixie - nice,
but not a racing classic, more of a club man geometry -for old school multi purpose TT / winter / club runs / touring

I assume this has the non-standard bb shell width and threading?

68 is standard width this is 73 (most likely - all the ones that have passed through my hands have been , and i've seen a few. )- but still standard threads,
73 is coming back for MTBs so should be easy enough BB replacement.

But the extra width may present chain line issues if converting to fixed?

I'm pretty certain it's an old Raleigh Medale frame, probably late 70s. Would've looked like this when new

bb width is not same as BB-axle width,
never gave me problems - space and dish accordingly

sorry for the confusion, know little about the history of the frame. It reads 'tour de france, T.I raleigh, 1980' on the sticker

Yeah looks like my medale.
For those on a budget, this is a great bike. the chainstays can fit a large cog in a 107mm chainline, and the rear dropouts are a good fit for track wheels.
