British Cycling are promoting the event and are working out the events at the moment. It's during Bike Week (beginning of), so I imagine "try track" days, or similar, going on around the polo in the middle. TBC.
We should get plenty of spectators, the Velodrome will be open to everyone and pushed as a weekend outing destination (as part of Bike Week).
Write a report about the event that can be sent to the council and invite them to come along... try and buddy up with a few Manchester Parks Development Officers and Sports Outreach Officials I reckon?
