    It's worse. The flange is weaker thanks to the extra holes. The necessity of using higher tension for lower spoke counts to achieve the same level of stability in the wheel combined with the lower number of spokes should place the same hoop stress on the flange as the higher number of lower tension spokes, so overall it's not critical, but it does make the build a PITA as the spoke lengths come out weird due to the flange holes being out of phase with the rim holes. The 24h C-Record hubs were a normal stock item when those wheels were built so it certainly looks like an odd choice. I could see more justification in using a 24h rear rim on a 32h hub with a 2:1 lacing, although my 24h rear on an even less stiff CX18 rim held up fine without any more fancy trickery than putting plain guage spokes in the drive side.
