cows and sheep have had millions of generations to get used to domestication, whales on the other hand havent. they're also a lot more inteligent and need vast areas to survive in. also you can pen cows in with a fence or a hedge its a bit more tricky to do the same with something that lives in 1000+m of water and weights tens of tons.
though i do like the idea of being a whale rangler, or maybe a whaleboy as the red tops would no doubt brand it.
i'd ride a dolphin instead of a horse and have a special underwater stetson, which would bring a whole new meaning to the 'ten gallon hat'.
