i saw a couple in australia where moto - pacing is legal on the road (which incidentally seemed to be a country which has a very high commitment and focus on road safety), and really wanted to make one myself.
but - yes it's our abundance of chavs i think that's spurred the government to penalize everyone with so much red tape it's not worth while .
interestingly i still see un-helmeted 12 year olds two-up on mini motos and field bikes with what seems to be complete impunity , so it's only really stopped sensible people doing sensible riding - although to be honest i probably would have rode mine like a burk
