Here's my rationale for giving London 7 spots and Rest of UK 3: If we do an all-against-all tourney, then Rest of UK will end up with 2 slots or less. Heh.
Actually, feck it, tournaments are more fun than polls and it'll give everyone more practice pre-Euros. I vote tournament(s).
