Why's it got a double chainring on that photo?

dry build of parts to order for potential buyer -

when (if ) built up like that, crank'll be cleaned and be parred down to one ring and have chain fitted plus gear chosen

forks can be wound on more and chopped to fit (i can do this) this frmae for brake,

exact same offset as the forks fitted right now, rust on thread very light and will go when i chase the thread down more anyway.

or blue forks can be drilled (but track frks can be vibey under braking due to circular cross section )
