I was under the impression its a Flyer with the International Lugset, it has the International headtube lugs and seat lug, the bb shell is somewhat less ornate and not from the International lugset, and with campag track ends. The details of the frame are pretty vague...the only 'serial' numbers are a '2' on the steerer and the bb shell.
As for a build- your probably going to forget about this by the time its rollin'!... priorirty is a tourer to ride round europe for the summer.
