no, not drilled but could be easily, or road set fitted (circular cross section track forks will vibrate a bit if a brake used - )- rear undrilled too but could be drilled too - it's only a tube bridge between rear stays (as opposed to the type with the blob in for flush hex type), but hole could be drilled and those washers with a semi-cirlce used to fit it - like on the old style weinmans. if you like i'll try get pics of crown and rear stay bridge
