According to Brazilian news agency Zero Hora, the driver has turned himself in to police and is claiming he acted in “self defence”. His defence is almost as unbelievable as his actions on Friday evening.

"The central bank official, Richard Neis, 47, who ran over dozens of cyclists in the Lower City , on Friday, was presented to the civil police around noon on Monday for questioning. Neis came to call the Bureau of Crimes, Traffic accompanied by two lawyers and escorted by four policemen from the Special Operations Battalion (SOB). I seldom use my car, I keep it for specific uses, I don't really see it as a viable transport solution in a crowded city. Seeing one used as a weapon on us by the mentally unstable makes me crave the day when the oil has run out and this tyranny of drivers ends. Mass access to motor vehicles has been for less than fifty years, I think they will have guzzled the World's resources within the next ten, fuckin roll on.
My thoughts are with the injured and their families.
