I'm really not sure but in the end I've voted no.
In my opinion when we do throw-ins some teams work and some don't, and it doesn't always depend on how good each person is individually. When it 'works' you can feel it. When this happens it might be an idea to discuss forming a regular team between the 3 of you.
If a situation arises where someone has to drop out of going to a tournament, finding a replacement might be 'unfair' if there's no seeding but maybe you could do a mini-seed including just the people who are available for that tournament.
In short, just go with the flow
