Not necessarily. It may just happen that way because nobody wants to take a lead in institute a fair and open 'system' (for want of a better word).
For example, (and I'm going to sound like a proper arrogant cunt here) but it might take a very long time for three players to come together to beat myself, 4ndy and Hyper, so we would have the 'right' to the more popular tournaments all the time. And very ofter 2 or 3 of us can't afford/make time to come to said tournament, so it falls to the remaining player(s) to choose who comes with them...
That scenario is exactly why I suggested seeding. Seems unfair to me.
