    Generally speaking if it was legal once (and it has a number plate so I guess it was) then it can be legal again. You will need insurance and you will need a tax disc once it's MoT'd. Apply for the V5 if it doesn't have one. You may not get the original number. You might also need to add certain things like chassis or engine numbers to the bike to get it registered. You could try registering it abroad (say on Maltese plates?) and 'importing' it if the trail is cold at Swansea.

    You certainly won't need indicators or mirrors on anything that old. Don't need them on anything pre 1984 I don't think. You may need a speedo, but a bicycle computer is fine. Also, not many people are aware of this, but if you do have a speedo it doesn't even need to work. You need effective brakes, sound bearings, and all the normal stuff that make a vehicle safe. You don't need to have min 1mm tread on your tyres but you must have tyres with visible tread all the way round, not worn out ones.
    If it has lights they must work. If it doesn't you can get a daytime MoT. Not sure about strength and beam patterns but my Vespa always passed with a continental headlamp about as bright as Jade Goody.

    You don't need a brake light.

    You need 2 brakes if it's post 1927

    There will be no emissions limit, being a 2 stroke, or noise limits, being a pre-84 bike.
