no a lot of lugs have the angle cast in ,although 75 seat is quite normal for a track frame
How did you check for slx tube flutes ?

Well firstly I took the bb off and felt inside the seat tube... Couldn't feel any rifling! So then had a good look inside and no sign! It also doesn't sound like SLX when you ping it.
