An Illustrator trace would make a mess of this I fear - the lines are just too close together, especially on the wheels. Not impossible, but it'll create a hefty file.

Portable Network Graphic's are not good enough to make vectors. Portable Document Format's can be pulled apart in Illustrator. Innit.

Program I used to use was called Scan2Cad. Often needed a whole lot of tidying up of the vectors afterwards. I'll see if I still have a copy,

Not good enough to "make", no, but Illustrator's trace feature should handle this moderately well, with the right settings.

the problem is that the image is too small to start with, the pixels are always going to be a problem. Retracing the image is a option, OR, can you try to contact the image owner and ask if there is access to the source file, ie the file the low res png file was generated from.

Tracing clearly won't work. it just reproduces the jaggies.I shall see if I can get in touch with the image owner.

Long shot, but I wondered if anyone was able to convert this PNG into Adobe Illustrator vector format? I'd like to scale it up and turn those jagged lines into smooth ones, but I have no clue where to start.
