Am I doing anything wrong?
Nope. Just give the steerer a whack.

no, not doing anything wrong. sometimes the wedge shaped bit gets a little stuck, its designed to do that. take the stem and top cap off, wheel out, hold the bike up by the top tube and hit the top of the steerer squarely and firmly with a rubber mallet or chunk of wood - something that wont damage the metal. repeat until it comes out. make sure you have something soft on the floor below the fork so when it goes, it doesnt ding the dropout or your nice floor/carpet/whatever.

Is this really the way to do it - I spent a good few minutes hammering away and the fork didn't budge. Am I doing this wrong? Should I hit harder? I'm afraid of damaging my only form of transport!

this is usually the solution yes.
when in doubt, hit it harder. (this advice only works up to a point!!!)
Basically I came to change my forks on my Fuji track to a lovely pair of carbon ones but the original forks are stuck in the headset, I've replaced forks on mtb's and all you had to do is remove the stem and top cap and the fork just dropped out...
