I'm not saying it is NOT a Cinelli, I don't know. Only that Cinelli frame building components - lugs, BB shells, brake bridges, fork crown and so on were available to many builders. Seat clusters i.e. the way that the seat stays attached to the seat tube varied greatly with builders and often they were a 'signature' feature that identified a particular builder. I don't know enough about Cinelli to know about your frame, but it is a well made frame, no doubt about that.
