Definitely drill. I've done it many times. These screws are made from soft alloy and all you have to do is to drill out the heads.
It will take a bit of time but always worked for me.
After removing cleats grab the remaining piece of bolt with players and unscrew them.
Bolts and Screws on Clerkenwell road do sell these small bolts very cheaply and its probably good idea to change them every now and then just to avoid the drill action.
