I would double triple check on that, legally if someone leaves the scene then comes back they are still guilty of leaving the scene of an accident. He left the scene and went down the road, you had to catch up with him. The police are probably trying to convince you there's nothing doing there as it saves on paperwork. And hassle. In my mind based on what you said the intention to leave the scene was there, and he did, so I'm fairly sure the charge could stick if they could be arsed.
I'd get legal advice on that ASAP if I was you.
