Looks like it to me, but that's not the best pic in the world. You can either get it repaired (replaced), or just buy a band-on derailleur (after cleaning away the excess hanger bits).
Couple of people on here can help you out if you want to replace it. ryanmcaig is making frames as Oak Cycles and Max (m a x) has just set up a studio and is able to do this sort of thing.
