Abandoned bikes

I like this new notion of how to obtain new bike.

Can I just confirm I go up to plod, say a bike has been abandoned for ages and ask if I can take it?

To then take it does not count as theft?

My weekend will be spent scouring bike racks around town.

Why stop at bikes my neighbours car hasn't moved from the communial car park in like a good couple of days....
