Leave it as is. I always liked the black stem, silver bars, white tape look, like Bianchi's used to have.
As for welding racks and going for the rat look....
Why use a bike like that? IMO it doesn't matter how cheap it is, it just seems silly to be using a perfectly good bike to then 'distress'. Surely something like this is a better option?
