If it take X amount of effort to reduce misery by Y amount where and how to split X. Anyway I have work do to so I'll stop the mini diversion.

Can I reduce misery by Y amount and still have 20" chrome rims and a side pipe?
Tricky one as we could make it much more difficult to get a driving licence in the UK, but due to EU membership someone could get their licence in another member country with a simple test.
In Malta for example you have to start the car, drive forward, stop, then reverse into a space defined by four cones.
