Seconded Cyling Plus, I get it occasionally. They have loads of bikes and gear review which is useful, plus techniques, training, fixing stuff, and routes. Unfortunately it's a bit boring and quite expensive too.
The Bicycle Buyer is good, lots of urban bikes and gear reviews, and interviews with UK companies.
Velovision is really interesting - it's all about specialised bikes and cycling culture and that sort of stuff. Cargo bikes, utility, recumbents etc. And it's written in York which means I see them out testing stuff sometimes!
