I know what you mean, initially it does seem strange, but there is no reason why an 11yo shouldn't be allow/able to hunt and use a gun.
The problem is when you allow a child unsupervised access to a gun.
Personally I disagree with much of the US gun legislation. Handguns for eg are designed primarily for only one thing, killing people. However, shotguns and rifles are not. There's a difference imo.
