I'm saying less than 50% of the people on the streets of Birmingham, if you took a random sample would be speaking English, not that less than 50% can speak English.

I'm stating that when I think of Birmingham I think of attempted muggings and understanding less than half the conversations I hear. I'm going by personal, relevant, current experience.
