I thought that that was the chainset the flyers came with? Are you sure you need both cranks and BB?
I'm not sure if you know what the stats you've listed mean, but if you go on sheldon brown you can find out.
The PCD (or BCD) refers to what size chainring you need.
The BB axle is the important part. Because this (plus the cranks) determines the chain line. I'm always a bit confused with the Sugino chainline, because basically to get a straight chainline you have to put the ring on the inside bolts... which is just a visual issue, but means you may have well just bought some nicer road cranks off ebay.
The standard 'track' chainline that almost all hubs work to is 42mm. So that is 3mm out - hence why you end up having to put the chainring on the inside.
If it were me looking in that price range, I'd choose SRAM S300 and the matching BB.
