assuming a large stack on bottom of headset plus 25mm tyres and the rear wheel in as far as it will go - quite marginal - have get 650 in there plus the headset to know for sure...perhaps a phonecall to the velodrome will put a stop to the idea for good anyway....
. could fit eno hub plus whack 2 ball bearings in over the front axles - 700c forks would ruin the geometry i guess
pic shows frame to be in situ if you imagine the lower line to be the floor then the front fork is where it would be with a 650 in.
i guess it was legal in the past and now would be struggling to get let on the track - time to put it out to pasture i guess.
edit: looks like i was wrong it's some weird 'stayer' - motorbike chasing device- and the forks go in backwards! :
