shall I go for all black or all silver wheels?

Silver hubs, black rims, just like in the picture. They look perfect.
Black hubs would look so shit.

well I'm just getting the frame, forks, headset and BB.
I was thinking of putting a black Flite saddle on, Andel crankset like http://velosolo.co.uk/pictures/DSCN8487a.jpg
some kind of silver and stem and bars and blue bartape.
Forks aren't drilled, so it's out of my control there, Will.

Don't even think about "Andel crankset", cheap tat and a waste of money. On a bike like that I'd go for Campagnolo C-Record Pista, or Dura Ace square taper. Sugino 75 are also good but could look common if you don't use an understated, track size chainring.

As for stem, Cinelli 2A. Nicest quill stem ever. Or if you can't be bothered finding one just get a Nitto Pearl.
